Rivers tribunal frustrating me, says Magnus Abe

A former Chairman of the Senate Committee on Petroleum (Downstream), Magnus Abe, on Monday said the Rivers State Election Petitions Tribunal has refused to release the judgment and records of its proceedings.

The All Progressives Congress leader told journalists in Abuja that the tribunal had yet to release the copies of its judgement and records to his lawyers more than six days after judgment was delivered against him and the APC.

Abe and the APC had in the petition to the tribunal claimed that the election in Rivers South-East senatorial district which held on March 28, 2015 was marred by irregularities.

According to him, the request for the release of the copies of the judgment was to enable his lawyers study and proceed on appeal within the time frame of 21 days as stipulated by law.

He stressed that although his lawyers had applied for copies of the judgment delivered against him since Tuesday, October 13, 2015, the tribunal had yet to act on the application.

“We have only 21 days to file an appeal against the judgment of the tribunal and the tribunal has already taken an extra six days out of that for no reason whatsoever. How many days would then be left for me and my lawyers to study the case and prepare the appeal?,” Abe queried.

He said the Rivers State APC was of the view that if the judgment is allowed to stand, it would send a wrong signal to politicians and the Independent National Electoral Commission that they could do whatever they want on election day.

He said, “It is important for the future of Nigeria that we appeal this judgment, the tribunal having delivered its judgment is Functus Officio in the case. They should assist and not frustrate our efforts to test the judgment at the appeal tribunal.”

Abe said he has great respect and confidence in the judiciary and pleaded that the judicial authorities should intervene to ensure that the quest of the APC for justice in Rivers State was not frustrated.

“We wish to humbly draw the attention of the President, Court of Appeal and, indeed, all judicial authorities to intervene and direct the tribunal judges to release our records accordingly. As law abiding Nigerians, we draw the attention of the public to this dangerous development and appeal to all the lovers of justice to speak up before it is too late,” he said.

Imo, Kebbi, Sokoto: Endless website rebuilding projects

Sokoto, Kebbi and Imo state governments have yet to unveil their new websites months after they commenced upgrading work on them.

Findings on Monday showed that websites of the three state governments were still suspended just as their operators said they were undergoing an upgrading process.

The PUNCH had reported that the Katsina, Sokoto, Imo and Kebbi state governments suspended their official portals to have them rebuilt to meet interactive communication needs of the public.

When our correspondent visited sokotostate.gov.ng, the official site of the Sokoto State Government, on Monday, it was left frozen with a message – “We are working hard to improve our website and we will be ready to launch in one week and three days’ time.”

In September, the same message was found on the blank digital space. Back then, the state government said the reconstruction, which was still in progress on Monday, would take a week and two days.

The Kebbi State Government also announced on its suspended site that it would launch its site soon as what it had were sampled pages of what its developer was working on. As of Monday, the notice was still displayed on the almost-blur portal.

“Together, we can ensure better life for future generations of Kebbians. Equally, you can inform your computer-literate friends and associates to check the website regularly and email us their names and phone numbers, as we embark on a project to compile names, phone numbers and email addresses of all our indigenes, who are passionately and actively working for Kebbi State’s development,” the government noted.

Katsina State Government was among states in the North-West that had earlier put up their sites for reconstruction. As of Monday, its katsina.gov.ng could not be traced on the cyberspace much less viewing its current status. The site may have been taken down after a report on its dormant status.

In the South-East, the Imo State Government, in August, also suspended its domain – imostate.gov.ng – to have it upgraded.

As of Monday evening, a message displayed on the inactive site said it would be unveiled in seven hours’ time.

The state government said it was carrying out some maintenance to improve the performance of the site. It called on interested visitors to drop a message via a dialogue box provided on the demobilised site.

There have not been improvements on the performances of state government-operated digital platforms. From South-West to North-West and South-East to North-East, the story is almost the same. State governments’ platforms are either abandoned completely or not regularly updated.

A few states are, in worse cases, not linked to functional websites. For instance, Kaduna and Zamfara state governments have no functional web presence.

The digital status of the Kaduna State Government, especially, contradicts Governor Nasir el-Rufai’s soaring social media profile.

With 670,000 Twitter followers, el-Rufai is currently the most-followed Nigerian politician on the networking platform. The governor surpasses, for instance, President Muhammadu Buhari’s combined followers on @NGRPresident and @MBuhri.

On Facebook as well, el-Rufai’s verified account is active and highly-rated in terms of visibility. His Facebook followers are over 500, 000. His just-unveiled official Twitter page – @GovKaduna – is also gaining relevance by the day; it has over 8,000 users to its credit already.

In the South-South, the Edo State Government also operates an obscure website. Just like Governor Adams Oshiomhole, the state government does not have a page on any social media site. Its website, apart from the historical facts it contains, is rarely updated.

Emergence of ministerial nominee shocks Enugu APC

Indications emerged on Monday that the selection of Mr. Geoffrey Onyeama as the ministerial nominee from Enugu State by President Muhammadu Buhari shocked members of the state chapter of the All Progressives Congress.

Our correspondent equally learnt that the nomination did not go down well with most of the party’s members, who are not familiar with the nominee.

Onyeama, a son of Nigeria’s first ever judge at the International Court of Justice at the Hague, Charles Onyeama, was named in the second list sent to the Senate.

It was learnt that he has lived most of his life abroad, where he reportedly worked with the World Intellectual Property Organisation.

However, our correspondent gathered that most members of the APC in Enugu State were worried over his nomination because they do not know him personally.

The party faithful felt Buhari should have selected one of them for the cabinet position, according to findings by our correspondent.

A source, who did not wish to be named, said members of the party in the state were “shocked and disappointed” when Onyeama was unveiled as the nominee from the state.

Before the ministerial list came out, some high profile members of the APC in the state were touted as possible ministerial nominees.

Some of them were the party’s governorship candidate in the 2015 elections, Okey Ezea; the spokesman for the All Progressives Congress in the South-East, Mr. Osita Okechukwu, and the APC national Vice-Chairman, South-East, Chief Emma Eneukwu.

A former Minister of Power, Professor Barth Nnaji, was equally seen as a possible ministerial nominee from the state.

But the “unknown” Onyeama was eventually nominated.

It was learnt that the development informed the absence of prominent members of the party at a stakeholders meeting held at the APC secretariat in Enugu on Sunday.

Our correspondent, who visited the secretariat during the meeting, observed that those that attended were mostly state, local government and ward executives.

According to the source, they had expected that a politician, who would be appointed from Enugu, would help build the capacity of the party in the state ahead of future elections.

“To be honest with you, most of us are demoralised; we have nothing against the nominee but truth be told, we hardly know him.”

Don’t oppose Lokpobiri’s screening, Dickson tells Bayelsa senators

Governor Seriake Dickson has told senators from Bayelsa not to oppose the nomination and screening of a ministerial nominee from the state, Senator Heineken Lokpobiri.

The governor urged senators from Bayelsa to close ranks on the nomination of Lokpobiri, saying the unity and progress of the state should be placed above party affiliation and selfish interests.

Dickson gave the charge when the state’s senator, under the aegis of National Assembly Caucus Forum, paid a condolence visit to him in Government House, Yenagoa, over the demise of Chief Diepreye Alamieyeseigha, a former governor of the state.

A statement by Dickson’s Chief Press Secretary, Mr. Daniel Iworiso-Markson, on Monday, quoted the governor as urging the senators to be committed to the development of Bayelsa.

Dickson expressed his resolve to collaborate with representatives of the state at the national level towards accelerating the state’s pace of development.

Dickson lauded the members of the National Assembly from Bayelsa for partnering with the state government with a view to actualising its vision, noting that development of the state was a collective responsibility.

On the death of Alamieyeseigha, the governor described him as a foremost Ijaw leader, whose demise had created a vacuum.

He, however, noted that nobody could query God.

In his remarks, the Chairman, Bayelsa State National Assembly Caucus Forum, Senator Foster Ogola, representing Bayelsa-West senatorial district, said Alamieyeseigha was a political colossus, who laid the foundation for the development of the state.

Recounting the Ijaw leader’s achievements, Ogola pointed out that he represented the voice of the Ijaw people across the country and protected their interest.

Alamieyeseigha died on October 10, 2015 at the University of Port Harcourt Teaching Hospital, Port Harcourt.

Aregbesola and the press

A

lthough Adedoyin’s focus in the above quote is on New Journalism, defined by online publications and social media, the obligation to avoid false reports that may injure the innocent applies to all journalists in print and electronic media. This is particularly true of reporters, whose duty it is to visit news sites and tell the world about what is happening, often as it is happening, in accurate and fair reports.

Unfortunately, this has not been the case with many a reporter in Osogbo, the seat of government in Osun State, where Rauf Aregbesola is the governor. From the inception of his administration in 2010, he has been in the eye of the press storm, often for the wrong reasons. His energy and drive; the openness of his government; and his outspokenness attracted the attention of his political detractors and the press. To complicate matters, his enthusiastic embrace of people-oriented policies and programmes generated a lot of debate. This was particularly true of the revolutionary education programme, featuring school reclassification, school mergers, school feeding, and uniforms; a social welfare programme for seniors; and an ambitious infrastructure development programme, featuring a ring road around Osogbo and the construction of a modern airport with a hanger.

To be sure, a number of these developments have been reported and discussed in the press. Unfortunately, however, it will appear that the press can hardly pass off an opportunity to drop a negative line or two about Aregbesola. This was evident in how quickly he was made the scapegoat among the 26 or so governors owing salary arrears for their workers.

Some newspapers are notorious for publishing false reports and expressing unfounded opinion about Aregbesola: If his son, Kabiru Aregbesola, was not carting away millions of naira through the Murtala Muhammed International Airport, then Aregbesola himself was cornering his state’s bailout funds by using them to pay contractors. Even where Aregbesola was distributing campaign souvenirs, such as face caps and wrist bands, at a campaign rally, it was reported that he was abusing the naira, by throwing them at supporters.

The false reports began as soon as Aregbesola assumed office in 2010. He was falsely accused of moving Osun towards secession from the Federal Republic, by styling his state the State of Osun. Later, in an editorial, one newspaper listed Osun as one of the states which purchased exotic cars for their traditional rulers, when not even a bicycle was purchased for any traditional ruler.

In 2014, the same newspaper also published a feature article, with a headline which suggested that controversy still surrounded the state’s free school feeding initiative, while parents, farmers, and caterers were thanking the governor for it. Not done, the newspaper went on, almost a year later, to publish another false story, indicating possible cancellation of the school feeding programme, when no such plan was ever contemplated.

In none of the fabricated school feeding stories were the health benefits of the meal programme highlighted nor was there a mention of the multiplier economic benefits to the farmers, who produce the foodstuffs; the market women who sell fruits and vegetables; and the caterers, who cook the food, many of whom were simultaneously empowered to also service their local communities.

The first article on the feeding programme piggybacked on the negative propaganda of the Peoples Democratic Party, which was intended to cast aspersions on the programme as part of an election campaign blackmail. The second article was probably meant to intensify the crisis surrounding the non-payment of salaries, by instigating the young schoolchildren and their parents against the governor.

The intensification of the crisis surrounding the delayed payment of salaries was the motive behind another false story by the same newspaper in which a chairman of a pensioners’ forum was cited as calling on the Central Bank of Nigeria to stop the bailout for Osun. The fellow cited in the story claimed that he never spoke with the said newspaper.

Other false stories by the same newspaper include false or misleading stories about the school restructuring programme and the wearing of hijab in public schools. A concocted uniform crisis was given more attention than the benefits of merging schools to minimise cost and maximise efficiency.

Another false allegation, intended to turn Christians against the wearing of hijab in schools, claimed that Aregbesola wanted to Islamise Osun State. The allegation quickly fell flat on three grounds. First, Osun is already predominantly Muslim. Second, the Christian population feels secure as the leading Christian evangelical pastors in the country emerged from the Ilesa area, Aregbesolas natal base. They include Enoch Adeboye, the General Overseer of the Redeemed Christian Church of God; William Kumuyi, founder and General Superintendent of the Deeper Life Bible Church; and the late Joseph Ayo Babalola, founder of the Christ Apostolic Church. Third, Osogbo in Osun State is noted for the traditional religious practices associated with Osun Osogbo and the Osogbo historical grove. How could a governor, who preaches religious tolerance and accommodation, have planned to impose a particular religion on the people?

What is really at stake here is the double-edged injury caused by the false reports, one on Aregbesola, which led to his angry expression of disapproval, and the other on the press, whose integrity is impugned. Anyone familiar with Osun politics would know that most of these false stories originated with the opposition PDP, which some reporters even acknowledged in their stories. By not crosschecking their claims with Aregbesola or his representatives, such reporters settled for falsehood and the negative branding of their newspapers as the mouthpiece of the opposition.

These false reports raise two major questions. First, why would a reporter habitually publish false stories, and against the same target? There are three possible answers. One, the newspaper has a hidden agenda against the target of the false stories. Two, the reporter is rewarded for publishing the stories by the sources of the false information. Three, the reporter is probably ethically challenged.

The second major question is: What should be done to avoid such false reports? As Adedoyin suggested at the beginning of this essay, a new code of conduct is necessary, which must do two things. First, it must emphasise high ethical standards in news reporting, by providing strict guidelines on how to achieve fairness in news reports.

Second, appropriate sanctions should be imposed on the violators of the code of conduct, as imposed on Jayson Blair, a former New York Times reporter, and Brian Williams, a former anchor of NBC Nightly News. Blair was forced to resign for fabricating his stories, while Williams was first suspended for six months without pay and eventually removed as anchor for repeatedly exaggerating an episode about coming under fire in a US Army helicopter during the Iraq war in 2003.

The metamessage is clear: A healthy democracy needs a healthy press.

Appeal Court interfering with election tribunals, PDP alleges

The Peoples Democratic Party has alerted the President of the Court of Appeal, Justice Zainab Bulkachuwa, of alleged reports of undue interferences emanating from her office in the various election petition tribunals and other judicial cases.

It said the interference might be to sway the expected judgment against the PDP.

A statement issued by the National Publicity Secretary of the main opposition party, Chief Olisa Metuh, said the party was not aware of the involvement of the President of Court of Appeal.

He said, “While we would not want to believe that the President of the Court of Appeal is so involved, given the sensitivity of her office, we wish to caution in very strong terms that such is completely unacceptable as it principally detracts from the sanctity of the judiciary as the citadel of justice and erodes the trust reposed in it by the people.

“We expect the President of the Court of Appeal to understand that an impartial judiciary is critical to the survival of our democracy and the stability of this nation.

“In this regard, therefore, we urge her to ensure that there is no further interference in electoral matters in tribunals and courts, as they must be allowed to run through the full course of justice.”

Metuh reiterated the party’s earlier call on the Chief Justice of Nigeria, Justice Mahmud Mohammed, “to jealously guard the independence of the judiciary which he heads and ensure that any activity that tended to undermine the sanctity of this arm of government is resisted in the interest of democracy.”

INEC boss seeks review of Electoral Act

The Acting Chairman of the Independent National Electoral Commission, Amina Zakari, has called for the review of the Electoral Act 2010 (as amended), to address lacunas and improve the effectiveness of the commission.

She said this in Abuja on Monday when a delegation of military attachés of accredited foreign missions in Nigeria, led by the Assistant Director, Attaché Management Defence Intelligence Agency, Col. Everest Okoro, paid a courtesy visit to the commission.

Zakari however refused to speak on whether the composition of the INEC’s management could impair negatively on decisions taken so far by the commission.

The commission, which is made up of 13 national commissioners, currently has just two as 11 commissioners had completed their tenure.

She said, “We need some review on the Electoral Act because during the course of our assignment, we noticed some lapses and lacunas in some of the clauses.

“We are working with the National Assembly and have recommended certain reviews.

“We also remind the current National Assembly of the need to look at these aspects of the Electoral Act so that we can improve our processes and also improve our elections.”

While explaining the composition and the functions of the commission to the military attaches, the INEC boss highlighted some of the challenges encountered in the course of conducting the 2011 and 2015 general elections.

She listed some of the challenges to include lack of internal party democracy and challenges in the control and monitoring of parties’ finances and expenditures.

She explained that the commission had however been building capacity internally and had commenced a pilot model for monitoring of campaign finances.

Another challenge, according to her, is election-related violence. She said the deployment of Election Risk Management Tool , with the support of the African Union and other international agencies, assisted to map out risks ahead of the elections and deploy security appropriately, especially with the constitution of the Inter Agency Committee on Election Security.

Zakari noted that reaching out to the public was daunting due to the vast expanse of the country.

She, however, said, “We have been improving through the implementation of our communication strategy which was evident in the 2015 elections.”

Earlier, the leader of the delegation, Okoro, had congratulated the commission for the success recorded in the 2015 general election.

He said, “Considering the very important role that your commission plays in our nation building, particularly in building the blocks of democracy, our agency has considered it very important to organise this trip for our Defence Foreign Mission Attachés and Advisers.”

He added, “The agency has decided to conduct this visit to the commission to avail our members of foreign attachés and advisers the opportunity to have an in-depth insight of the workings of the commission.”

Meanwhile, Zakari has inaugurated three special committees to consolidate and improve on the gains of previous elections and to aid the implementation of the 2015 Election Retreat Report.

The committees include the Committee on INEC/NYSC Relations and other Ad-hoc Staff Matters, headed by the Resident Electoral Commissioner of Lagos State, Akinyemi Orebiyi; and the Committee on INEC/NURTW Memorandum of Understanding (for enhanced logistical capability), headed by the REC of Niger State, Nasir Ayilara.

The other committee is Modalities for Continuous Voter Registration, charged with the responsibility of establishing a more robust and sustainable process, is chaired by the REC of Benue State, Prof. Istifanus Dafwang.

At the inauguration, Zakari explained that there was an immediate need to commence early implementation of the recommendations of the INEC Post-Election Retreat Report, the 2015 Election Report, the NYSC 2015 Report as well as Observer Reports.

She outlined some key areas of focus which would guide the commission as it moved to improve on the electoral process. They include voter education, use of technology, continuous voter registration, human resource deployment, logistics and transportation and legal reviews.

The committees were given one month to submit their reports and were charged by the Acting Chairman to bring to bear their expertise in election management in executing this important assignment.

Facebook now warns you when spied

According to a variety of news reports, Facebook has a new feature that could only exist in the weird world of vulnerable digital networks, mass government surveillance, vulnerable social media accounts, and overall security paranoia in which we now live. Basically, Facebook will now send you a courtesy message notifying you that your account may currently be under attack from a state-sponsored actors.

In a post on the Facebook security blog, Facebook’s Chief Security Officer Alex Stamos stated that Facebook had already taken measures to prevent such attacks, but that, “because these types of attacks tend to be more advanced and dangerous than others” it was important for individual account holders to take extra security measures, as demonstrated in the example message below.

Stamos also emphasized that this was not a response to any specific threat or compromise in Facebook’s security, just a general reminder of security necessities.

Most interesting about this is the ‘state-sponsored’ aspect of the warning. As the world’s communication and information becomes increasingly based on digital channels and storage, that information takes on new vulnerabilities. As we have seen in relations between China and the United States, the battle has become both economic and electronic, with each side enthusiastically doing what it promises not to do. (But hey, at least we’re not shooting at each other.)

The security of social networks may be moving into a new era where tech companies not only have to protect against individual or groups of self-interested hackers looking for monetary gain, but also the spying and subterfuge of government intelligence agencies looking to gain information and/or leverage on individuals.

In practical terms, this all means that the best practice of two-factor logins for your digital and social media accounts are more necessary than ever.

The age of ‘baby mama’ and ‘baby daddy’

A popular Nigerian celebrity musician was recently quoted as saying, “I really don’t fancy this whole idea of getting married or getting bogged down in a matrimonial home with a woman for the rest of my life. Yes, I love kids and hope to get them one day. What I am looking for right now is a classy African beauty who will be the mother of my children. My career is far too important and marriage will be an impediment. So, I am looking for that one lucky baby mama.”

Shocking? Wait for this.

An A-List Nollywood actress was more direct as she weighed in on a television interview where she did not hide her aversion to marriage. “I have met several eligible men who have offered me marriage. Many of them are super rich bachelors. Who wants to stay under the roof of a man to be ordered about or become his cook? Certainly, not me. I want to have children for a guy who shares my worldview of marital freedom. No marriage; I need an understanding baby daddy.”

Yes, you heard them right. And in case you are wondering if these Nigerians are teenagers. No. They are well beyond their dating or marriage age. They represent a growing generation of Nigerians who now see marriage as an old fashioned institution to be consigned into the dustbin of history.

Really, who wants to be saddled with a lifetime commitment of a “for better for worse” vow that is the credo of the time-tested institution marriage? Certainly, not the present generation of Nigerians who see marriage vows as a sort of bondage. With the growing trend in our society, marriage may soon become a relic of history-an old school practice that has no place in their “modern” world where Hollywood celebrity baby mamas and baby daddies are the new role models.

Suddenly, for a growing class of young Nigerians, the excitement that once heralded the wedding ceremony may no longer be a fantasy to look out for. Over the years, the term, baby mama, popularised by the US tabloids, has travelled across the Atlantic from its inner city African-American associations to mainstream Nigerian terms.

Welcome to the new craze in town.

The baby mama syndrome, first having taken root among Nigerian celebrity musicians and the entertainment crowd has crossed the glitz of the red carpet into the mainstream Nigerian sub-culture.The syndrome is fast redefining the whole idea of man and woman relationship. It is also changing the concepts of family and marriage as we previously knew them.

As in every fad we imported from our big brothers across the Atlantic, the terms though a trend that is considered as one of the fallout of a decadent generation of young African-Americans has become a pop culture statement among Nigeria’s Nollywood generation. Now, a large part of Nigerian young women and even men rather than proudly look forward to being married as wives and husbands prefer to bear children out of wedlock for their baby daddies and vice versa. With more of our celebrities who have a huge followings getting enmeshed in this syndrome and showing their status proudly and egged on by the entertainment media, it is no surprise that the syndrome has become the in-thing for many of our impressionable youngsters and teenagers.

While growing up, young people of my generation were taught that marriage was a sacred institution. Growing up under a family setting where our parents had also gone through the rites of marriage, we looked forward to getting married to our “Mrs. Right” or “Mr. Right” or better still our future partners. Then, the word, fiancé or fiancée, held a lot of significance. After marriage, the words, husband and wife, become the symbol of marital union. Then, young people were told not to misbehave so as to not do anything that could jeopardise the future fulfilment of being legally married.

Girls were admonished not to engage in pre-marital sex that could lead to unwanted pregnancy-boys were told to zip up. For boys, it was a taboo to put a girl in the family way. Children born out of wedlock were seen as outcast. The girl who got pregnant while in school was ostracised as a way ward and promiscuous. But not anymore, today, as nobody bats an eyelid when a teenage girl gets pregnant or boy puts a girl in the family way. If they are celebrities, they are celebrated in the media as baby mamas and baby daddies. The families will even throw a party. Now, a growing number of women talk excitedly about just “having his baby” and not “being his wife.” There is an increasingly animated debate against marriage.

Sex has thus been liberalised and babies born out of wedlock are now the norm. I do not know if this trend is a good thing. But it is certainly becoming acceptable in the society. Look at a number of our celebrities who are seen by the youths as role models. Many of them attend red carpet events with multiple baby mamas or baby daddies as the case may be. They grace TV talk shows; they are invited for career talks. Babies born by baby mamas and fathered by baby daddies are growing up under a condition that is a little less than a broken home.

What exactly is going on here?

My young cousin came visiting recently and kept shaking his head in regret. He said he was wondering how I could live with a woman for the number of years I have been married. He said he was not contemplating marriage. Now, true to his prediction. His girlfriend has just given birth to a baby girl. Then, wait for this. My aunt threw a party for his son and his baby mama. In the past, the family would do everything to cover the shame of their son having a child out of wedlock.

How did we come to this?

Copying a decadent and debased culture of ghetto America and making it an acceptable mainstream culture. I think the media, the entertainment genre, should share some of the blame. I do not know if this is a passing fad. But one thing is sure. There have been concerns about its implications on the institution of marriage and the impact on the children produced under this arrangement. Even for medical reasons. How healthy is it when a countless number of baby mamas have children with a dozen baby daddies? Have we not been warned about the health hazards of multiple sex partners? Who will stop this madness?

Can we also guess what will happen a few years from now if this trend continues? Our country will be populated by a new generation of children born out of wedlock to the so-called baby mamas. Does anyone know the implications of this? Even at that, we are already seeing the fallout of this new scourge. In Lagos, people have complained about the menace of street urchins. But do they know that street urchins of today were the products of pregnancies produced by baby mamas to absentees’ daddies? But hey! Who cares? It’s the age of the baby mama drama.

Bayelsa: Group warns voters against money politics

Ahead of the December 5 governorship election in Bayelsa State, an election advocacy group, Alliances for Credible Election – Nigeria, has advised the electorate to vote for credible candidates and shun ‘stomach infrastructure syndrome’.

The Non-Governmental Organisation gave the advice during a stakeholders’ summit in Yenagoa, Bayelsa State capital, on Monday.

Participants at the summit were drawn from the Nigeria Labour Congress, Trade Union Congress, Christian Association of Nigeria, Muslim associations, media, Persons Living with Disabilities, among others.

The acting General Secretary, ACE-Nigeria, Mrs. Nma Odi, advocated a peaceful, non-violent and credible election in Bayelsa.

She said the summit was organised to warn voters that they would be mortgaging their futures and those of their children if they sold their votes.

She explained that the concept of democracy was better expressed in an atmosphere of free, fair and credible election, warning that brigandage, corrupt practices, intimidation and disorderly conduct were against the ideal of democracy.

Odi said, “Democracy depends on the people. The concept of democracy is expressed in free, fair and credible elections. The foundation of every democracy is that election should be free and fair and that the voters exercise their franchise without intimidation.

“Free and fair election cannot tolerate violence of any kind such as violence, corrupt practices, threats, undue influence, intimidation and disorderly conduct.

“There should also be an assurance that free, fair and credible elections shall be held at regular intervals to elect new leaders and that the practice of holding credible election is one of the cornerstones upon which the foundation of democracy is built.”

A resource person, Mr. Anyakwe Insirimobu, urged the candidates of the various political parties in the state to shun hate campaigns.

He mentioned ballot box snatching, hate campaigns, intimidation as some of the causes of electoral violence.

Insirimobu advised the electorate to make wise choices and vote for candidates they believed could deliver on the dividends of democracy.

Microsoft begins worldwide distribution of Office 2016

Microsoft Corporation has begun the worldwide release of Office 2016. It said that the apps were the latest addition to Office 365, which is Microsoft’s cloud-based subscription service that helps people do their best work, together.

The company has also announced new and enhanced Office 365 services built for team productivity.

“The way people work has changed dramatically, and that is why Microsoft is focused on re-inventing productivity and business processes for the mobile-first, cloud-first world,” the Chief Executive Officer of Microsoft, Satya Nadella, said.

“These latest innovations take another big step forward in transforming Office from a familiar set of individual productivity apps to a connected set of apps and services designed for modern working, collaboration and teamwork,” he added.

Nadella recently wrote about the new Office on the official Microsoft blog, while the Corporate Vice President for the Office Client Applications and Services team, Kirk Koenigsbauer, provided more insights into         Office 2016 on the Office blog.

Nadella stated that Office 2016 delivered new versions of the Office desktop apps for Windows, including Word, PowerPoint, Excel, Outlook, OneNote, Project, Visio and Access.

He said, “By subscribing to Office 365, customers can get always-up-to-date, fully installed apps for use across their devices, combined with a continually evolving set of consumer and commercial services, such as OneDrive online storage, Skype for Business, Delve, Yammer and enterprise-grade security features.

“Together, the new Office and Windows 10 are the most complete solution for doing.

“The Office 2016 apps run beautifully on the best Windows ever, including the new Sway for Windows 10 to create shareable, interactive stories that look great on any screen.”

According to him, Windows Hello logs a user into Windows and Office 365 in one simple step, saying that Office Mobile apps on Windows 10 empower on-the-go productivity, and work with Continuum to enable the user to use a phone like a personal computer.

“Cortana connects with Office 365 to help with tasks such as meeting preparation, with Outlook integration coming in November,” the Microsoft added.

I never protested delay of my screening —Amaechi

THE immediate past governor of Rivers State, Mr. Rotimi Amaechi, has denied storming the residence of Senate President, Dr. Bukola Saraki, to protest the rescheduling of his screening and confirmation as minister.

Amaechi said that a report that he stormed Saraki’s house last Thursday and purportedly raised his voice to express frustration over the deferment of screening and confirmation was aimed at portraying him in bad light.

The former governor, who spoke through a statement signed on behalf of his media office by Mr. David Iyofor, on Monday, said the allegation was an attempt to demean him in the eyes of the public.

Specifically, Amaechi pointed out that he was never at Saraki’s residence on Thursday last week and added that he would never act in any way that would put the Office of the Senate President into disrepute.

The statement said, “The report, which the respected newspaper got from ‘sources’, further claimed that during the visit of Thursday last week, Amaechi was said to have raised his voice to express his frustration before leaving the residence without seeing the Senate President.

“The imagery created in the last four paragraphs of the lead report was an angry Amaechi, who stormed the residence of Senate President Bukola Saraki, raised his voice as he made a scene or caused a ‘ruckus’ to display his frustration over the deferment of his screening by the Senate, before ‘storming out in a huff’ without seeing the Senate President.

“This is absolutely not true. There is a deliberate and carefully calibrated attempt to characterise Amaechi with a very bad and demeaning mannerism. We must clarify that Rt. Hon. Chibuike Rotimi Amaechi did not visit and was not at the residence of the Senate President on Thursday of last week.

“Since he (Amaechi) did not go to the residence of the Senate President on Thursday of last week, so, there is absolutely no way that what the newspaper sources claimed to have transpired, happened.

“We must emphasise that former Governor Amaechi holds the office of the President of the Senate of the Federal Republic of Nigeria in very high esteem and will never disrespect or act in any way that would put the office in disrepute. However, in this case, the incident reported never occurred either on Thursday or any other day.”

The former governor, however, attributed the alleged false report to the activities of fifth columnists posing as journalists, whose aim was to malign and destroy people’s reputation.

Amaechi said, “While we understand the constraints and pressures journalists face in doing their jobs, we would advise them to be thorough and double-check or even ‘triple-check’ their sources of information.

“There seems to exist an axis of fifth columnists, masquerading as ‘sources’ to journalists. They fabricate events and stories that never happened to malign and destroy the characters and reputation of others, while fomenting acrimony and bad blood in the polity. Journalists must beware of such sources.”

Meanwhile, ahead of Tuesday’s (today) ministerial screening by the Senate, the Niger Delta Watchdog has decried the ongoing anti-Amaechi campaign in some quarters, describing it as wrong and unacceptable.

The National Coordinator of the group and former militant leader, John Doku, urged the people of the Niger Delta not to scuttle the opportunity of Rivers State to produce a minister and hailed President Muhammadu Buhari for nominating the ex-governor for a ministerial position.

Doku said that it was wrong for the People Democratic Party in the state to move against a ministerial nominee from Rivers State, which he described as the headquarters of the Niger Delta.

He also urged the Senate to ignore the petitions written against Amaechi, adding that such petitions were borne out of political bitterness.

Explaining that Amaechi was qualified for the position of a minister, the NDW national coordinator stated that the former governor had worked for the All Progressive Congress.

He added that the Senate President, Senator Bukola Saraki, would be seen as implementing the agenda of the PDP should he refuse to confirm Amaechi as minister.

Doku said, “It is necessary for the people of Niger Delta to bear in mind that Amaechi is from Niger Delta and trying to scuttle his chances of becoming a minister will negatively affect Rivers State and the Niger Delta region in general.”

PCRC seeks community support for police

The Police Community Relations Committee in Lagos has urged the citizens to partner with the force in the fight against crime.

The committee, which urged Nigerians to see the police as their friends and partners, noted that only a synergy between the police and community members could guarantee security of lives and property.

It urged the citizens to always volunteer information that would assist the police in nipping crimes in the bud “before the criminals are able to hatch their plans”.

The committee made this appeal on Monday while briefing journalists on its upcoming public lecture/ seminar, titled, “Essence of Surveillance in Nigeria Security System.”

The Chairman of the Planning Committee of the PCRC 2015 seminar, Mr. Bashiru Balogun, who addressed the press, urged citizens to take advantage of the PCRC to relate with or approach the police in order to create a peaceful and secured society.

Balogun said, “The only way Nigerians can have a secured environment is by assisting the police with information that they can use in nipping crimes in the bud. In a situation where the police are deprived of information, security of lives and property may be difficult to realise.”

He also disclosed the plan by the PCRC to honour some notable citizens at the event, including a former governor of Lagos State, Bola Tinubu, and the incumbent, Governor Akinwunmi Ambode, with special awards.

According to Balogun, others to be honoured are the Director General of National Arts Theatre, Mallam Kabiru Yusuff; an Assistant Inspector General of Police, Mr. Bala Hassan, and the Lagos State Commissioner of Police, Mr. Fatai Owoseni.

Oyintiloye urges youths to explore ICT opportunities

A member of the Osun State House of Assembly representing Obokun Constituency, Mr. Olatunbosun Oyintiloye, has urged youths to take advantage of opportunities available in Information and Computer Technology.

Olatubosun said this at the maiden lecture of the Federation of Ijesa Students’ Union in Ilesa on Saturday.

The lawmaker, who described the youths of today as a generation of computer age, noted that any youth who was not computer literate was deficient and could not be relevant in the 21st century.

He said, “Information Communication Technology platforms such as social media tools not only connect people, it also facilitates engagement of the citizenry to contribute to governance in a unique way, the youths should be at the forefront in government engagement and demand for accountability.

“Comprehensive training should be encouraged for the citizens as well as public servants to learn new tools for communication, official dispatch, computation, report generation, strategic planning and networking to save cost and promote service delivery.

“For any nation however to maximize digital possibility, its government and private sector must ensure the growth of bandwidth and reduction in the tariffs on the cost of digital hardware. This will encourage widespread access by a larger number of the population.”

Oyintiloye noted that the economic possibilities in the ICT sector were enormous with the manufacturing of hundreds of gadgets and development of software and hardware applications.

He stated that aside job opportunities, youths could take advantage of rapid development in the industry, explore opportunities it offered in sales and services opportunities of new products.

He stressed that knowledge of digital tools would also enhance personal and national security either from cyber bullying, or online predators who lurked at every corner, promote home safety and tracking of crime and criminality.

The parliamentarian urged youths to channel their energy and talents towards making use of gamut of information on the internet and improve their skills, employability, be more innovative and resourceful rather than waste their precious time on the negative side of technology.

Samsung introduces Note 5 in Nigeria

Samsung Electronics has introduced the latest addition to its Galaxy Note family, the Galaxy Note 5, in Nigeria.

In a statement making the introduction of Galaxy Note 5 official, Samsung said, “Blending an advanced S-Pen with superior viewing experience, the Galaxy Note 5 provides users with a unique and powerful mobile experience.”

The company said that it had continued to improve the Note series with every new version, saying that designed with metal and glass, “the Galaxy Note 5 boasts a beautiful screen, suite of helpful productivity apps to accompany its super precise stylus, the S-Pen.”

It added, “It is the first device to come loaded with 4GB of RAM. The device also features a curved backside, perfect for the edges of your palm.”

The Managing Director, Samsung Electronics West Africa, Mr. Brovo Kim, said that smartphones had become so central to people’s lives; “so has the demand for larger screens.”

He said, “The first Galaxy Note was a breakthrough, not just for Samsung but for the entire industry. Bigger screens have gone from nice-to-have to a must-have and the display once called a gimmick is now the norm. With the Note 5, our customers can achieve more with their devices, quickly write down ideas and notes at meetings or wherever inspiration strikes, video conferencing with colleagues or family delivering an immersive viewing experience.”

Kim said the Note 5 flaunted a 5.7-inch screen with QHD Super AMOLED display, which allowed for clearer videos and images. “The larger screen size is also great for productivity, as emails can be penned quickly, while editing and cropping photos and videos are much easier, and reading an ebook is possible without having to bump up the font size,” he said.

He said, “Samsung has enhanced the S-Pen, which continues to be one of the integral features of the Note. The stylus has been upgraded with a clicky top and a nib that looks more like a ballpoint pen. The little wave of shortcut buttons, which appear on the screen when the stylus is popped out, can easily be customised and the device will send an alert whenever the stylus is not in its holster.

C’ River Assembly receives list of 28 commissioner nominees

The Cross River State House of Assembly on Monday said it has received a list of 28 commissioner nominees sent by the state Governor, Prof. Ben Ayade.

Chairman, House Committee on Media/Information, Mr. Nelson Ofem, disclosed this in Calabar during an interaction with journalists.

Ofem, who also represents Yakurr I state constituency in the assembly, said that the list would be unveiled on Tuesday (today) during a legislative sitting.

According to him, the House would ensure a thorough screening of the nominees in order to assess their credibility.

Ofem said, “A list of 28 commissioner nominees has been sent to the assembly by the governor. We will do a thorough screening of the nominees to ensure that they have no corrupt charges against them.

“We will check their original credentials and ensure that they are fit to head our ministries. Any nominee who does not have the content and intellect, we may write to the governor to withdraw such a person and send in another candidate.”

The lawmaker gave the assurance that the commissioner nominees would be screened and confirmed before the end of October.

“We have the 2016 budget ahead of us; we need to urgently screen and confirm these nominees so that the governor can assign them to different ministries,” Ofem added.

Telecoms firms develop new model to improve services

Telecommunications companies have resolved to begin the implementation of Telco 2.0, a new multi-purpose business model that enhances the growth of businesses by enabling them to access data services without network challenges.

According to the telecoms companies, the Telco 2.0 is characterised by full-scale focus on data and digital services leveraging the power of the Internet.

They said that it was an enabler between consumers, software developers and content providers, “and has accelerated the maturity of many growth markets.”

The telcos, therefore, told our correspondent that they chose to put Telco 2.0 into operation because they needed to move away from just being utility companies to becoming complete carrier service providers, with emphasis on the “service” part.

“This change was triggered mainly by third party companies coming to play in the digital communications landscape – for instance, developers, vertical industries and governments looking to improve public services,” the Public Relations and Protocol Manager of MTN Nigeria, Mr. Funso Aina, said.

He said that in due time, these players became interested in taking full advantage of the possibilities thrown up by digital communications, so the telcos needed to add new capabilities and services to create new, complete platforms, effectively transforming their business model into something much more complex.

Aina, however, added that Telco 2.0 was a multi-sided business model with the CSP at the centre, acting as an enabler between upstream partners (software developers, content providers, consumers, public sector, vertical industries) and downstream private and enterprise customers.

A stakeholder in telecoms industry and the Managing Director/Chief Executive Officer of Digital Jewels, Mrs. Adedoyin Odunfa, described Telco 2.0 as a “game changer,” saying it had to be developed because the disruption to businesses by the poor quality of service had become a concern in the telecommunications industry for operators and their partners.

Odunfa said that Telco 2.0 had changed the game for not just the telecoms companies, “but also the entire ecosystem inclusive of financial institutions, payment, technology and fast-moving consumer goods companies, among others.”

As they struggle with the “harsh” realities of the shift from being predominantly voice-centric to data-centric businesses, the Director of Information Services at N-telecommunications, Basit Arogundade, said that telecommunications companies now found themselves facing rapidly changing consumer behaviour.

“They will also face powerful new types of competitors who are investing heavily in infrastructure without a clear payback. In addition, the firms operate under less benign regulatory environment, which constrains their actions, while shareholders, unable to invest in innovation, are milking them for dividends,” he said.

In his own intervention, the former Chief Marketing Officer of Airtel Nigeria, Olu Akanmu, said the challenge of transformation of the telecommunications company was not just about the technology, but a challenge of leadership and strategic management.

He recalled the sale of IBM to Lenovo, “a transaction that was led by Louis Gerstner, who brought to bear his strategic leadership, customer-oriented sensibility and strategic-thinking expertise.”

Recognising that his first priority was to stabilise the company, Akanmu said that Gerstner adopted a triage mindset and took quick, dramatic action.”

Other challenges identified by Akanmu were poor boundary access across board and poor collaboration between the private and the public sectors.

Lagos needs hard-thinking people, says Ambode

The Lagos State Governor, Akinwunmi Ambode, says the state need hard-thinking people to meet the challenge of rapid urbanisation.

He spoke on Monday during the swearing-in of new commissioners and special advisers in Alausa, Ikeja, urging them to work round-the-clock and ensure that the state fulfilled its potential.

Ambode told the new appointees that their primary allegiance should be to the people of the state.

The governor said, “The state is currently experiencing rapid urbanisation and thus requires hard-thinking solutions to develop befitting infrastructure to cater for the increasing population.

“My fellow colleagues in the cabinet, Lagos is on the brink of greatness and you have all been given this platform to write your names in gold. You must work to leave a legacy that will be spoken of in glowing terms in years to come.

“The challenges that come with the profile of the state as one of the world’s fastest growing cosmopolitan city-states are as many as the opportunities that abound in it.

“We have all the ingredients to compete globally in all sectors; and we must. We owe it to the people of Lagos and to ourselves. You are today being handed the reins to the government of Lagos State and together, we must fulfill the massive potential of our state.”

Ambode observed that residents of the state relied on land transport system, which he said was putting pressure on road networks and causing gridlock. He urged the new team to develop an ingenious means of transporting residents across the state with ease.

“You are to implement decisions that will combat crimes and secure our people. Lagosians call on you to create job opportunities for our youths and attract investments into the state,” he added.

Ambode, who sworn in the new commissioners and special advisers, also named their portfolios.

The All Progressives Congress has dismissed the allegation that the ongoing war against corruption by President Muhammadu Buhari was targeted at the leaders of the Peoples Democratic Party.

The National Publicity Secretary of the APC, Alhaji Lai Mohammed, in a statement, on Monday, said the allegation of witch-hunt by the opposition was aimed at stifling the war against corruption.

Mohammed’s statement came on the heels of a news conference addressed in Abuja on Sunday by the National Publicity Secretary of the PDP, Chief Olisa Metuh, who alleged that the anti-corruption war was selective.

The statement by Mohammed read, “The ceaseless cry of selective anti-corruption battle is a bogey invented by the PDP to intimidate the anti-corruption agencies, and it will not work. It is the PDP’s strategy to stifle the fight against corruption.

“‘How can the PDP claim to support the anti-graft battle when every time any of its members is called in for questioning, it runs to the media to shout that the battle is ‘selective’? Is it possible that anyone who is invited for questioning will not belong to a party, an ethnic group or a certain faith?”

The APC said anti-corruption agencies in the country had a duty to investigate petitions sent to them, noting that an invitation for questioning was not the same as a conviction.

“Those who have nothing to fear must be willing to clear their names by honouring any invitation and only the guilty need be afraid.

“The PDP must stop being hysterical over such invitations which are not going to stop simply because the opposition has called a press conference to cry wolf where there is none,” the APC said.

Buhari fighting corruption like Obasanjo – Adebanjo

Afenifere chieftain, Chief Ayo Adebanjo, has accused President Muhammadu Buhari of fighting corruption the same way former President Olusegun Obasanjo did.

Adebanjo told our correspondent during an interview that Obasanjo only fought corruption when he wanted to crush his political opponents.

He said Obasanjo used the Economic and Financial Crimes Commission to harass all his political opponents under the guise of fighting corruption.

The 88-year-old said Buhari had already started fighting corruption in a similar fashion.

Adebanjo said this while reacting to an allegation by the Peoples Democratic Party that the EFCC was only probing ex-PDP governors while ex-All Progressives Congress governors like Babatunde Fashola and Rotimi Amaechi, who had been accused of corruption, were being rewarded with ministerial appointments.

The Afenifere leader said he would continue to support Buhari’s anti-corruption agency as long as it was fair and transparent.

He said, “When fighting corruption, you must not be partisan. This particular one looks like a vendetta. He should immediately make amends. This is obviously partisan and I am not happy about that.

“We want a clean country. As Buhari said, if we don’t kill corruption, corruption will kill us. However, it must not look like a vendetta. This was how Obasanjo did during his time. He went after only those that were against his political ambition.

“Things like this could rubbish any anti-corruption campaign.”

Adebanjo urged the EFCC to investigate the ex-APC governors that had also been accused of corruption so as to ensure balance.

Meanwhile, the lawmaker representing Ojo federal constituency of Lagos State, Tajudeen Obasa, has urged Buhari to fight corruption for sustenance of development and progress of the nation.

Obasa appealed to him to beam his searchlight beyond the members of the PDP for his fight against corruption to look genuine and not be seen as political vendetta.

In a statement on Monday, he said the only way to defeat corruption was to block leakages and develop foolproof systems.

The statement read, “During the PDP’s rule at the centre, Nigerians can attest to the fact that the majority of those prosecuted for corruption were members of the PDP. Not that there was no corruption in the opposition camp but for the fight against corruption to be effective, the ruling party needs to clean inside before coming outside to fight this ugly menace

“Several petitions are flying around against members of the APC. The Coalition Against Corrupt Leaders has been calling for the probe of a former governor. Also, don’t let us forget the allegation in Yobe State, what about Rivers State? I would be glad if this fight against corruption is targeted at building a better nation. Right now, it is just a jamboree to tame the opposition.”
